The\nchairpersons of recently created sub-counties and town councils are threatening\nto sue government over unpaid salaries.<\/p>\n\n\n\n
They\nwant to compel government to pay their salaries and allowances since they were\nduly elected and gazetted.<\/p>\n\n\n\n
Joseph\nLononyang, the Napak district chairperson said hundreds of town councils and sub\ncounties have become operational over the past two years but many of them are\ngrappling with funding issues.<\/p>\n\n\n\n
“The\nLC1s, the villages, the parishes, the subcounty chairpersons, district\ncouncillors, all these were duly elected and sworn in, so meaning that those\npeople are legally elected,\u201d he said.<\/p>\n\n\n\n
He\nnoted that all the elected leaders are actively carrying their duties but not\nfacilitated.<\/p>\n\n\n\n
“Not\neven salaries are paid, this puts the local government in dilemma, so as a\ndistrict who governs the gazetted and non-gazetted are actually responsible for\nevery entity at the end of the day,\u201d he said.<\/p>\n\n\n\n
Patrick\nKayemba, the chairperson Iganga district said that there are a lot of\ncomplaints from affected leaders who are threatening to sue government.<\/p>\n\n\n\n
“So,\nthis is a time bomb because these people can easily go for litigation because\nthey were duly elected and fully sworn in,\u201d he said. <\/p>\n\n\n\n
He\nsaid the effort to seek remedies from local government ministries and the\nministry of finance have since collapsed<\/p>\n\n\n\n
He\nsaid whenever they try to contact the ministry of finance, they are referred to\nthe ministry of local government and vice-versa.<\/p>\n\n\n\n
“Uganda\nlocal government association are actually in dilemma. We don’t know what to do,\nwe even don’t know who to blame, so we don’t know who is fooling who,” he\nsaid.<\/p>\n","protected":false},"excerpt":{"rendered":"
