Chief\nJustice, Bart Katureebe has said laws and policies to fight corruption will not\nachieve much if parents are encouraging corrupt tendencies in the institutions\nof learning in the country.<\/p>\n\n\n\n
He\nnoted that the fact that many children grow up thinking practices like bribery\nare normal because of the way their parents raise them.<\/p>\n\n\n\n
\u201cWe\nhave students in primary level who are given money by their parents to go and\nbribe to become prefects, now a child who has bribed to become prefect in\nprimary school, secondary school and went to university, how can he or she\nfight corruption after getting into pubic offices? “he asked.<\/p>\n\n\n\n
He\nsaid the societal and cultural factors that encourage the acts of corruption in\nthe institutions of learning must be addressed as a nation.<\/p>\n\n\n\n
\u201cA\nchild who stole exams to pass primary, secondary and university; when those\ngraduates come join the public service, parliament and become ministers, judges\nand so on how will they help in the fight against corruption?” he asked.<\/p>\n\n\n\n
He\nmade the remarks while addressing a joint meeting of anti-corruption agencies\nin Africa and beyond.<\/p>\n\n\n\n
The\nmeeting was held in Kampala to share ideas on how to strengthen regional\nCollaboration to prevent and combat corruption in Africa.<\/p>\n\n\n\n
Some\nof the countries that attended include Uganda, Kenya, Senegal, Algeria and among\nothers.<\/p>\n\n\n\n
There\nis belief that corrupt officials always invest their ill-gotten wealth in other\ncountries.<\/p>\n\n\n\n
Katureebe said that although there is a need\nfor a law on recovering assets from the corrupt, there is lack of\nadministrative and political will to fight the vice.<\/p>\n\n\n\n
He\ncautioned the anti-corruption agencies to be aware of the corrupt ill\nintentions.<\/p>\n\n\n\n
The\nformer Inspector General of Government Irene Mulyagonja said there is need to\nhave civil laws to check graft.<\/p>\n\n\n\n
\u201cThe\nbalance of proof in criminal proceeding is beyond reasonable doubt, now when\nyou bring down to the civil level it is in the balance of probabilities so it\nis easier to recover asset on the balance of probabilities than using the\ncriminal processes,\u201d she said.<\/p>\n","protected":false},"excerpt":{"rendered":"
