A\nclique of judicial officers has started a clandestine plan to fail the recently\nintroduced electronic system aimed at improving efficiency, eliminating case\nbacklog and fight corruption.<\/p>\n\n\n\n
In\na bid to foster innovation in Uganda\u2019s court system and also improving Court\noperations, judiciary invested $2.5 million in Electronic Court Case Management\nInformation System (ECMIS) last month.<\/p>\n\n\n\n
The\nnew tech system is expected to put to an end the ever increasing corruption and\ncase backlogs within the judiciary.<\/p>\n\n\n\n
The\nSecretary to the Judiciary, (Permanent Secretary) Mr. Pius Bigirimana who\nspearheaded the launch of this E-Justice system explained that, the innovation\nwill begin with 19 courts in Kampala and Wakiso and after 2 years, all courts\nacross the country will be covered.<\/p>\n\n\n\n
The\nsystem works 24 hours, unlike the filing of hard copies which can only be done\nduring hours.<\/p>\n\n\n\n
According\nto sources within the judiciary, judicial officers who will be affected by this\nnew system have devised means to fail it by claiming Permanent Secretary (PS)\nMr. Pius Bigirimana- who is behind the introduction of the system- is in office\nillegally. <\/p>\n\n\n\n
On\nSaturday 19 October Bigirimana, led a team comprising of Ms. Julian Mani Rweju\nand Mr. Kikabi David Sunday to Yerevan, Armenia to attend a training workshop\nas a kick-off of the Project Inception Phase. <\/p>\n\n\n\n
On\nrealizing that their underhand methods of soliciting for money through bribes\nwere to be affected, Uganda Judicial Officers Association (UJOA) have\npetitioned court seeking a declaration that the appointment of PS Bigirimana is\nillegal. <\/p>\n\n\n\n
They\nclaim the appointment of Bigirimana by the president to implement policies of\ngovernment in the judiciary jeopardises it (Judiciary) independence. <\/p>\n\n\n\n
However,\nthis website understands this is just being used as a scapegoat to see\nBigirimana leave the Judiciary.<\/p>\n\n\n\n
\u201cThey\nare definitely scared and worried of the ECMIS. The E-system eliminates any\nloopholes in the judicial system. And the judicial officials know this system\nwill fail their clandestine work methods,\u201d a source in the judicially told us. <\/p>\n\n\n\n
The\nsource adds: \u201cThis system is like a website; you log into the functions which\nyou want to use. It is done online, whether at home or anywhere in your office,\nyou can lodge your complaint, and you can also be able to know which Judge is\nhandling which case. The rulings will also be done online.\u201d<\/p>\n\n\n\n
The\nsource added that the E- system will end the paperwork in court which has been\na breeding ground for corruption since the ECMIS automates and tracks all\naspects of a case life cycle from the initial stage through disposition and\nappeal.<\/p>\n\n\n\n
The\nsystem is being manned by an American firm Synergy International Incorporated\nand Sybyl Limited which wields a rich experience having developed same systems\nin US, Europe and Africa.<\/p>\n\n\n\n
On\nthe 16th September, 2019, the Judiciary of Uganda signed a Contract with M\/S\nSynergy International System and M\/S. Sybyl Limited (Joint Venture) for the\nDesign, Development, Deployment and Maintenance of an Electronic Court Case\nManagement Information System (ECMIS).<\/p>\n\n\n\n
ECMIS\nwill be a fully-featured system which automates and tracks all aspects of a\ncase life cycle from initial filing through disposition and appeal as to each\nindividual party for any case type. <\/p>\n\n\n\n
This\nmeans it requires minimal human intervention. <\/p>\n\n\n\n
It\nalso enables to facilitate the efficient and reliable collection, organization,\ndistribution and retrieval of significant amounts of case specific data as well\nas the processing of payment of relevant court fees and fines by the Citizens.<\/p>\n\n\n\n
It\nwill also be able to generate reports from system for decision making and\ncreate a more efficient and effective process of resolving the cases in courts.<\/p>\n\n\n\n
\u201cECMIS\nwill without a doubt help in case management techniques which enhance\nrecord-keeping and reduce delays and case backlogs by automating and\nstandardizing manual procedures,\u201d an expert said. <\/p>\n\n\n\n
It\nwill also help in the fight against corruption since it will reduce\nhuman-to-human interaction and thereby making it un-attractive to engage in\ncorrupt tendencies.<\/p>\n\n\n\n
It\nwill also help in automated workflow processes guide users through their daily\nactivities and notify users of pending actions, improving overall efficiency\nand cost savings.<\/p>\n","protected":false},"excerpt":{"rendered":"
