Prime\nMinister Ruhakana Rugunda has said security personnel involved in alleged human\nrights violations will suffer the consequences of their own actions.<\/p>\n\n\n\n
Rugunda\nwas responding to MP Robert Kyagulanyi (IND, Kyaddondo East), who said his\nsupporters are suffering unexplained abductions and tortures, allegedly at the\nhands of security officials.<\/p>\n\n\n\n
MP\nKyagulanyi singled out the Chieftaincy of Military Intelligence (CMI), which is\nthe army\u2019s intelligence arm, and the Col Frank Bagyenda \u2013 led Internal Security\nOrganisation (ISO) as being behind the alleged abductions and tortures.<\/p>\n\n\n\n
\u201cMy\nquestion to the Prime Minister is why ISO, CMI and Military Police are taking\nover the constitutional role of the police in detaining citizens,\u201d said\nKyagulanyi.<\/p>\n\n\n\n
\u201cI\nwitnessed the knocking dead of one of my supporters in Luweero town called Musa\nSekamwa, with my very own eyes; I want to know whether this government\u2019s human\nrights record is better than that of [former President] Idi Amin who they like\nto castigate,\u201d he added.<\/p>\n\n\n\n
\u201cComparing\nthe human rights record of this government and that of Idi Amin, I think, is an\nabuse of the freedom of speech,\u201d responded Rugunda.<\/p>\n\n\n\n
He\nsaid security operatives found culpable of violating rights of citizens will\npersonally face prosecution.<\/p>\n\n\n\n
\u201cThe\npoint raised by the Hon Kyagulanyi that security personnel are torturing\npeople\u2026that there are some people in police who misbehave; if somebody has\nstrayed, then the law should take its course,\u201d said Rugunda.<\/p>\n\n\n\n
MP\nKyagulanyi and his supporters have of late heaped accusations of torture\nagainst government security agencies, the recent one being the controversial\ndeath of singer Micheal Alinda, better known as Zigy Wine.<\/p>\n\n\n\n
Alinda\nlast week succumbed to multiple injuries suffered after a road accident in\nKalerwe, a commercial town outside Kampala, according to a Police statement\nissued by spokesperson, Fred Enanga.<\/p>\n\n\n\n

Rugunda\nalso delved into soured relations with neighboring Rwanda, saying efforts\nbetween President Yoweri Museveni and his counterpart Paul Kagame would bear\ndiplomatic fruits.<\/p>\n\n\n\n
\u201cUganda\nand Rwanda are brotherly countries\u2026our two leaders President Kagame and\nPresident Museveni are handling this matter,\u201d he said.<\/p>\n\n\n\n
Towards\nthe conclusion of his wealth creation tours across the countryside, President\nMuseveni told a public rally in Kisoro District, which borders Rwanda, that the\ndiplomatic spat is being handled at the highest level with between him and\nPresident Kagame.<\/p>\n\n\n\n
Rwanda\nclosed its border with Uganda last year, claiming it is reconstructing the\nborder post, but it was clear the decision was a consequence of failing\ndiplomacy between the neighboring countries.<\/p>\n","protected":false},"excerpt":{"rendered":"
