Negotiations Of Car Tracker Deal Happened Before My Appointment – Gen Muhwezi

The Minister of Security, Jim Muhwezi has distanced himself from controversy surrounding the car tracker deal he signed last week.

Muhwezi says the deal with Global Security Contract, was a work in progress even before his appointment as minister.

“The Ministry of Security is aware of allegations regarding the financial solvency of the contractor in the recently signed Global Security Contract. As was earlier clarified by the Attorney General, this project has long been in the pipeline and it’s details agreed upon prior to my appointment as Minister of Security last month,” Muhwezi said on Wednesday.

He added, “Nevertheless I want to reassure the public that the terms of the contract provide the Government with clear rights and protections should the alleged circumstances materialise.”

The deal with the Russian company has come under increased scrutiny after it emerged it is facing bankruptcy litigations in Russia and more than a dozen other debt related limitations.

“Yes, the contract was brought to my office, we approved it and we believe there is no risk, Uganda is not exposed to anything at all,” Attorney General, Kiryowa Kiwanuka said before adding, “Contract was approved by my office taking into consideration all the laws of this country and we are certain that we don’t have any order of bankruptcy issued against the company.”

On Monday, several MPs expressed surprise that the government could enter a contract with a company that is facing bankruptcy litigation. They also queried the process through which the contract was awarded, whether it was open and if PPDA was involved.
