MANIFESTO WEEK: Normalizing Relations With Rwanda Key With Museveni Guidance

The Ministry of Foreign Affairs has revealed that normalizing the relations between the two countries remains a key undertaking for the Ministry with guidance from the H.E the President Yoweri Museveni.

Relations between Uganda and Rwanda hit an all-time low in February 2019, when Rwanda unilaterally closed its borders with Uganda and imposed a trade embargo on Uganda. 

Uganda’s bilateral issues with Rwanda have been handled with the framework of the Luanda process co-facilitated by Angola and the Democratic Republic of Congo (DRC).  

Four quadripartite summit meetings have been held since July 2019, aimed at normalization of relations.  All summits have been attended by the respective Heads of State, a sign of the commitment to dialogue and address bilateral and regional concerns.

The Ministry was presenting a status report on the implementation of the manifesto for the past five years.

Together with Ministry of East African Community Affairs and other stakeholders, the Ministry has actively participated in EAC organ meetings for purposes of foreign policy coordination and deepening of our efforts in regional integration.

The 18th Summit of Heads of State for EAC adopted the political confederation as a transitional model of the East African political federation and directed the council to constitute a team of constitutional experts to draft the constitution for the political confederation. H.E. Yoweri Museveni was chosen to provide political guidance to the exercise.
