KCCA Acting ED Kitaka Asked to Serve 6 More Months by President Museveni

Kampala Capital City Authority’s (KCCA) acting Executive Director Andrew Mubiru Kitaka will serve more six months in the same capacity as the President prepares to appoint a substantive Executive Director.

On January 10, 2020, the Permanent Secretary in the Ministry of Public Service Ms Catherine Bitarakwate Musingwiire wrote to Mr Kitaka, informing him that the President has extended his tenure for more six months.

“…I am pleased to inform you that his excellency the President has, in exercise of the powers vested in him under Article 172 (1) (a) of the Constitution of Uganda directed that your appointment as KCCA executive director scale KCCA1 be extended for a period of six months with effect from December 18, 2019 to June18 2020,” Ms Bitarakwate wrote.

She adds: “In the event that a substantive executive director of KCCA is appointed before the expiry of the six months, the appointment shall automatically lapse.”

During his tenure as acting executive director, Mr Kiataka will receive an acting allowance representing the difference between the salary attached to the post he is appointed to act and his substantive salary.

According to KCCA’s employment records, Mr Kitaka is a substantive director of engineering and technical services.

Ms Bitarakwate also asked Mr Kitaka to write back to her in case he is prepared to accept the appointment.

Mr Kitaka was picked on December 20 2018 by the former Kampala minister Beti Kamya as the safe pair of hands to replace Ms Jennifer Musisi who had resigned the same job.
